What Is a PESEL Number?

PESEL is Poland’s national identification number ¹. The acronym stands for Powszechny Elektroniczny System Ewidencji Ludności (Universal Electronic System for Registration of the Population). It has exactly 11 digits. It encodes your date of birth, gender, and a check digit for validation. You need it for healthcare, banking, taxes, and most government services. If someone asks for your “Polish identification number,” they mean your PESEL.

It works like a Social Security Number in the US or a National Insurance Number in the UK, except it is not a physical document. The dowód osobisty is Poland’s physical ID card. Your PESEL appears on it, but they are separate things. When a form asks for your “Polish ID number,” check whether it means the PESEL or the ID card number (numer dowodu osobistego). They are different fields, and entering the wrong one will get your form rejected.

What the 11 Digits Mean

A PESEL follows the format YYMMDDSSSXK. No two people share a PESEL, and numbers are never reused ².

Date of Birth (Digits 1 to 6)

The first six digits encode date of birth. The month field doubles as a century marker, which prevents collisions between people born 100 years apart ¹.

Century rules for the month digits:

• 1900 to 1999: month as-is (01 to 12)
• 2000 to 2099: add 20 to the month (21 to 32)
• 1800 to 1899: add 80 (81 to 92)
• 2100 to 2199: add 40 (41 to 52)
• 2200 to 2299: add 60 (61 to 72)

The 1900s and 2000s cases are the only ones you’ll encounter in practice.

A PESEL starting with 052706 does not mean June. The month field is 27. Subtract 20 to get 07, July. The year digits are 05, and the 21-to-32 range places the century in the 2000s. The day is 06. Result: July 6, 2005.

Gender (Digit 10)

The 10th digit determines gender ¹. Odd means male. Even means female. That’s it.

Serial Number (Digits 7 to 9)

Digits 7 through 9 are a sequential serial. Combined with the gender digit, they form a four-digit ordinal distinguishing people born on the same day. The system handles up to 5,000 assignments per gender per day.

Check Digit (Digit 11)

The 11th digit validates the number using a weighted checksum ¹. Multiply each of the first 10 digits by these weights in order: 1, 3, 7, 9, 1, 3, 7, 9, 1, 3. Sum the results. Take the last digit of that sum. Subtract it from 10. If the result is 10, the check digit is 0. If it matches the 11th digit, the PESEL is valid.

Worked example: 90051517352

1. Multiply: 9×1, 0×3, 0×7, 5×9, 1×1, 5×3, 1×7, 7×9, 3×1, 5×3 = 9, 0, 0, 45, 1, 15, 7, 63, 3, 15
2. Sum: 9 + 0 + 0 + 45 + 1 + 15 + 7 + 63 + 3 + 15 = 158
3. Last digit of the sum: 8
4. 10 − 8 = 2, which matches the 11th digit

Post-2000 PESEL Numbers

If you’re looking at a child’s PESEL and the month digits look wrong, this is why. Post-2000 births use month codes 21 through 32 instead of 01 through 12.

Subtract 20 from the month code. A PESEL starting with 082605 means year 08, month 26 minus 20 = June, day 05. Born June 5, 2008.

What a PESEL Does Not Contain

A PESEL encodes exactly three things: date of birth, gender, and a check digit.

It does not contain your place of birth, nationality, address, parents’ names, or anything about your medical, financial, or legal history. The serial digits (positions 7 to 9) are assigned sequentially and carry no geographic or biographical meaning.

Who Gets a PESEL

Polish Citizens

Every citizen receives a PESEL at birth ¹. The hospital sends a birth record (karta urodzenia) to the civil registry office (Urząd Stanu Cywilnego, abbreviated USC) within 3 days. Parents register the child within 21 days and receive the PESEL during that visit. No separate application, no fee.

Citizens living abroad get one automatically when applying for a passport or national ID ³.

Foreigners

You get a PESEL automatically when you register your residence (zameldowanie) for a stay over 30 days ⁴. The municipal office (urząd gminy) assigns it during the registration.

If you can’t register a residence but need a PESEL for work or taxes, apply at any municipal office ⁴. Bring your passport and state the legal basis (typically a reference to tax or social insurance obligations). It’s free. The office usually assigns the number on the spot.

A foreigner’s PESEL is structurally identical to a Polish citizen’s. Same 11 digits, same encoding. No visible difference.

Since 2022, Ukrainian citizens under temporary protection receive a PESEL-UKR through a simplified process, granting access to benefits, healthcare, and legal employment.

Can a PESEL Be Changed?

Almost never. A PESEL is assigned for life ². The only exceptions: legal gender reassignment (because the 10th digit encodes gender), an incorrect birth date in the original number, or a clerical error during assignment ². A deceased person’s PESEL is never reassigned ².

How to Block Your PESEL

Since November 2023, anyone registered in Poland can block their PESEL to prevent identity fraud ⁵. PESEL blocking (zastrzeżenie numeru PESEL) stops banks from opening accounts, issuing credit, or approving loans in your name without you first lifting the block.

Since June 1, 2024, banks are legally required to check the PESEL blocking registry before approving new credit, opening accounts, or processing cash withdrawals above three times the minimum wage ⁶. Notaries must check it before real estate transactions ⁶.

Blocking and unblocking is free, with no limit on how often you do it ⁵. There’s a 30-minute cooldown after unblocking before you can re-block. Blocking does not affect healthcare, government services, or normal administrative tasks. It only restricts financial operations that verify your PESEL.

PESEL vs. NIP vs. REGON

Poland uses several identification numbers.

PESEL identifies individuals. If you don’t run a business and aren’t VAT-registered, your PESEL also serves as your tax identifier ⁷.

NIP (Numer Identyfikacji Podatkowej) is the tax number for businesses, sole proprietors, and VAT taxpayers ⁷. If you run a business in Poland, you need one. Sole proprietors use both NIP and PESEL.

REGON is a statistical number assigned to businesses and organizations by the Central Statistical Office (GUS).

Only PESEL encodes personal data. NIP and REGON are pure identifiers with no embedded biographical information.

A Brief History

Planning began in the early 1970s under a government decree from April 24, 1970. The system grew out of an earlier registry called MAGISTER, which tracked individuals with university degrees. The communist government created that database after the political events of March 1968. PESEL itself has been in use since the late 1970s.

The concept of a universal numeric identifier drew from the U.S. Social Security Number, introduced in 1935 as part of the New Deal. France followed with national identification numbers in 1947.

The Ministry of Digitization (Ministerstwo Cyfryzacji) manages the system today ⁸. The Population Registration Act of September 24, 2010 is the current governing legislation ².

Common Questions

Can two people have the same PESEL?

No. The combination of date, serial number, gender digit, and check digit creates enough unique values to prevent duplicates across centuries ².

Can someone steal my identity with just my PESEL?

A PESEL alone is not enough for most fraud. Combined with your name, address, and ID card number, it can be misused for loans or contracts. Block your PESEL through the mObywatel app to prevent unauthorized financial activity ⁵.

Do I need a PESEL for a short visit to Poland?

No. For anything beyond tourism, it is practically mandatory ⁴. Without one you cannot open a bank account, register for public healthcare, file taxes, get a driving license, start a business, or use most online government services.

Can I look up someone’s PESEL by name?

No. The registry is not publicly searchable ⁸. Only authorized government institutions can access it. For legal or administrative purposes like inheritance proceedings, contact the civil registry office (Urząd Stanu Cywilnego) or the notary handling the case.

How do I find the PESEL of a deceased person?

It’s on the death certificate (akt zgonu). For estate matters, the civil registry office or a notary handling the estate can also provide it.
